I need some horror movie help:

I remember watching this movie about a guy who wore a trash bag hiding under High School bleachers watching cheerleaders and breathing very loud. I don't remember the name of the movie, but it came out in like the 70's or 80's if anyone has any idea, please let me know. Crappy description I know, but that is the only thing I remember from the movie. Thanks for your help.
