Police: Man Planned To Rape, Kill Mail Carrier
Authorities Allegedly Find Notes During Child Porn Probe

Kokomo, Indiana -- A man was being held without bond after investigators found notes detailing his plans to rape, murder and dismember his mail carrier, police said.

Investigators found the notes and letters when they searched 57-year-old George Budd's Kokomo apartment following his arrest on child pornography charges, said Kokomo police Lt. Donald Whitehead.

Budd was denied bond on federal charges of receiving and possessing child pornography during a hearing Thursday in U.S. District Court in Indianapolis and was ordered to remain in Marion County Jail in Indianapolis, said Claudia Cummings of the U.S. Attorney's Office.

He also faces a preliminary charge of stalking filed Wednesday by Kokomo police.

U.S. Postal Service Inspectors, state and local police searched Budd's apartment after officers at the Miami Correctional Facility intercepted a letter he sent to an inmate. The search turned up pornographic photos sent through the U.S. mail and materials related to the stalking charge, authorities said.

The materials included maps of the mail carrier's route, binoculars and rope, according to documents filed in federal court.

In one of the notes, police said Budd described how he tried to lure the carrier inside his apartment so he could rape and kill her.

The female postal worker reported to her supervisor in 2003 that she felt uncomfortable around Budd and that he left her handwritten notes. Postal inspectors warned Budd in a letter that harassing a postal worker was a federal offense and temporarily halted his mail delivery.

An agent accompanied the woman when she resumed her route in the city about 50 miles north of Indianapolis, said Diane Petry of the U.S. Postal Inspector's office.
