What is this Sci-fi/horror?!!!

I remember when i was younger watching a horror/thriller about people in suspended animation waking up without souls. It is NOT 'coma' :D

I clearly remember at the start, a family driving into the small town and passing a 'welcome to.....' sign and at the end leaving passing the 'you are now leaving.....' sign.

Vague plot was, there was a lab or something holding people in suspended animation, some of them get thawed and they've gone a bit nasty and have no soul and they end up destroying the town.

I don't recall the film spending too much time in the hospital/lab either.

I'm guessing it'll be around 20 years old now or there abouts.

If anyone can help identify this, I will be both amazed and grateful :D
