Wicker Man & Bride of Frankenstein both are remarkable & deserve to rank at any place on Top 10 all time greatest horror films list. But when it comes to the Scariness factor only, then I think The Exorcist, The Thing or The Evil Dead are more potential candidates than those two.

Moreover, Asian shocker like Ju-On, Shutter and A Tale of 2 Sisters has also the elements in fine proportion that can be consider for this kinda list.

awesome scene - i took a class on horror films and the prof introduced the course with that scene and then shows us the 'reveal' scene in the original phantom of the opera and said 'this is horror' - it really made the point. we dont' want to see (behind the mask or behind the door) but we really do want to see (like looking with your fingers over your eyes).
