Tough? This is nearly impossible to decide.
Boris Karloff, only by a whisker, because he pioneered the horror star genre. Much respect to Mr Price though.

Now let's look at the other side:

All I'm saying is that if we're truly looking for the most iconic horror star, Vincent Price, by statistics and history, runs circles around Bruce.
