Ooooo, I quite like all three of these.
Stargher and the Horseman were both super cool, but I found that neither of them were given much to do, character wise - they were mostly just well-acted plot devices (Esp. the Horseman).
Rotwang definately had more of a part to play, so he gets my vote.

It's a good one, just watched it myself for the first time recently.
The plot is pretty pointless, but the whole style and art direction of it of it is simply mindblowing. Worth a watch for sure.

Scorpio was a good villain, but probably the biggest pussy EVER.
Whittaker's performance is easily the best of the bunch here, but I can't bring myself to vote for a character who really killed thousands of people.
...and that leaves us with Chop Top, I suppose.

Batman Forever was a travesty...that version of Two-Face BUTCHERED everything that makes the character great: namely, the Harvey Dent side. As opposed to being good and evil, this version was evil and slightly less evil. Blahghhh.
Has to be Blofeld for me - though if it was the comics version or Aaron Eckhart, I'd vote for Harvey anyday.

Legend was cool and all, but Blofeld is the essence of supervillainy, especially when played by Pleasence. Blofeld any day, even against the Dark Knight Twoface.

I was honestly a little let down by Kurtz's villainy...great, great character, but once you actually meat him it turns out he's not much of a villain.
Blonsky is pretty damn badass, but also not very complex.
...and that leaves us with Cyphre. Even though it was little more than a cameo, DeNiro's performance is one of the highlights of the movie, hands down. I'll give him my vote gladly.
Spoilers: One of my favourite Satan performances ever.
