I know this probably isn't it, but is it the Shining? I don't remember a scene like that outside....but it sure looks like it with the guy's jacket, the blizzard, the furry coat and the steps in the background....

Dark Night of The Scarecrow(81') or maybe The Town That Dreaded Sundown(77')???

I'm basing this solely on the idea that that might be a hood the guy's wearing and possibly an axe his swinging.....just a thought.
