Batman Forever was a travesty...that version of Two-Face BUTCHERED everything that makes the character great: namely, the Harvey Dent side. As opposed to being good and evil, this version was evil and slightly less evil. Blahghhh.
Has to be Blofeld for me - though if it was the comics version or Aaron Eckhart, I'd vote for Harvey anyday.

I was honestly a little let down by Kurtz's villainy...great, great character, but once you actually meat him it turns out he's not much of a villain.
Blonsky is pretty damn badass, but also not very complex. ...and that leaves us with Cyphre. Even though it was little more than a cameo, DeNiro's performance is one of the highlights of the movie, hands down. I'll give him my vote gladly. Spoilers: One of my favourite Satan performances ever.
