Sure, 98.9% of the new members who join are idiots, or dont post [Usually both]...but If new members were not aloud to join, we would miss out on the rare but existant contributing, intersting member [Classichorror and Gojira for recent examples]

If they wanted to join to actually contribute, they'll come back. If they're just going to fuck around then they'll do so elsewhere. Locking membership for a little while would also cut down on those who sign up but never post
