Even discussing drug legalization is taboo

Cliff's notes: the city of El Paso passed a resolution asking the feds to study legalization. But apparently, even asking for a debate on the subject of legalization or decriminalization is just too much. When was the last time anybody had a debate on it in Congress? Or even in a state legislature? You are never going to solve a problem if you won't even have an honest discussion of it, drugs or anything else.
