Oceanside Man Taped Women Over Past Five Years

VISTA, Calif. -- An Oceanside man accused of sneaking into women's homes and videotaping them without their knowledge admitted to taping women over the past five years, according to court documents obtained Thursday.

William Texas Rowley was arrested Sept. 12 when officers responded to a burglar alarm at an apartment complex at 3230 Waring Court, according to an affidavit filed in support of a second search warrant on the house the 39-year-old Rowley shares with his parents.

When he was arrested, he had a video camera, binoculars, nylon stockings with eye holes cut out, loose keys, a roll of toilet paper, a white hand towel and a Cox Cable remote control, Oceanside police Detective Kimberly Rainwater wrote in the affidavit.

Shortly after being arrested, "Rowley admitted to going into women's homes with the specific intent to videotape them," Rainwater wrote.

The detective stated the defendant admitted the length of time and showed detectives some of the victims' residences.

At Rowley's arraignment, Deputy District Attorney Jodi Breton said there could be more than 100 victims, many who didn't know they were taped.

Investigators went into his home at 4128 Thomas St. in hopes of finding "trophies" of Rowley's exploits, including lingerie, mail, driver's licenses and pornography, according to the affidavit.

They also hoped to find a large jar of old coins and a coin collection allegedly taken in separate burglaries, Rainwater wrote.

An addendum attached to the affidavit after the search indicated that the above items, and more, were found.

"The video in Rowley's possession, and videos found in a subsequent search warrant of his home, showed Rowley videotaping women while they were showering and him masturbating while videotaping them, taping women from outside their residence while they engaged in a variety of activities (later determined to be changing clothes, chores, lying in bed, sexual intercourse with a partner, sleeping, watching television, etc.)," Rainwater wrote. "Rowley also admitted to ejaculating into tissues while masturbating at the women's residences."

The searches of Rowley's house also turned up 13 firearms, a stun gun, two large machetes, a lock pick set, four pairs of handcuffs, duct tape, a box of latex gloves and a bottle of Scope mouthwash, she wrote.

A duffel bag found in the back of the defendant's closet was full of lingerie, while another had numerous cell phones, according to the detective.

Many of the addresses on the mail and personal documents matched residents who had reported Peeping Toms, prowlers, burglaries and indecent exposures, she said.

The detective stated that Rowley would use the remote control to record pornographic pay-per-view programs at the women's homes and later would burn them onto compact discs or DVDs.

The detective wrote that the defendant was not scared off when confronted by victims, but did not go into detail.

The defendant had extremely long hair, a lengthy beard and a generally unkempt look when he was arraigned. On Wednesday, he appeared in court with a fresh haircut and was clean-shaven.

Vista Superior Court Judge Daniel Goldstein scheduled a readiness conference for Nov. 2 and a preliminary hearing for Nov. 15.
