please ID this movie for me

it's an 80's movie kinda like gremlins and critters.

from what i can remember, there is a rat that spits out green stuff that sticks two kids faces together. and there is a cat that sits on a pendulum blade.

i think this all takes place at a circus, but i could be wrong about that.

Ghoulies two is set at a fairground so I'd guess that and it has a pendulum scene with the "cat" ghoulie sitting on the pendulum..
