Some people think if a movie is scary, then it's horror. I don't really see it that way, but oh well...everyone's entitled to an opinion, I guess.
For me though, horror needs some degree of gore. Signs is a bit scary at parts, but I would call it a sci-fi/suspense thriller then. There really isn't anything about it that makes it a horror movie (in my eyes at least).
Don't take this wrong though, I have slightly odd standards for what I consider horror. Silence of the Lambs, for instance, is not horror. (I'll probably get flamed for this, but oh well...) It's a scary, suspenseful drama (IMO). I don't know why. I would say Hannibal is a lot closer to what I consider horror than Silence of the Lambs.
Here are a couple other movies I don't really consider horror that a lot of people do.... Seven, Starship Troopers, Sixth Sense, etc... (There's more, but I've probably already upset enough people with that short list that I better call it a day...)
