Yes, surgery is still an option... but it's something they really want to avoid if they possibly can, as the herniation that is causing most of the trouble is in a really risky place. From what I've understood, they're probably only going to do it if they feel there is an equal risk of paralysis from NOT doing it. A herniated disc can mess up the spinal chord, but so can the surgery.
