I feel there's a difference between what scares you unintentionally and what is made to scare intentionally. Horror movies are made to scare you, that's the main point. It's a work of fiction, if it's not then it's documentary. Thriller is more to thrill, excites you not to scare. Like you go on rollercoaster ride to get thrilled, while you go into haunted house to get scared. When you watch news, there are certain subject that scares certain people, like gore in accidents for example, but that is not horror like in horror movies.. it's 'horrifying' yes but it's not intentionally made to scare you, it's reality.
There are many subgenres in thriller. The only subgenre that in my opinion is related to horror is supernatural thriller. Others are definitely not related. So maybe it's somewhat connected or related but it's not horror.
