Toshio was only ever a secondary villain in those movies, scaring people but prompting the girl to do the killings so he would probably let Gage do the work who only was threatening because his family didnt see him as a threat and had trouble killing him anyway. The others wouldn't have a problem doing that so they would lose.
My vote goes to MacReady and Dunn. I doubt anyone would have large portions of water to throw Dunn into to drown him so no one would be able to stop him and MacReady is just a badass.
