It depends on the girl.
Mine are incredibly, ridiculously, cripplingly sensitive, meaning that, for the most part, contact is a very, very good thing - but they can get over-stimulated to the point of being painful (e.g. it can get to a point where it's just uncomfortable for me). In terms of touching them myself, I'd prefer that my partner does that - While I get a little sensation from my own hands, I find it better if he or she is doing the touching.
Most of my female friends, however, aren't particularly sensitive there (yes, we do on occasion sit around and talk about our breasts)... So I guess I'm one of the lucky ones?
