A person should not be convicted for having a disease. That's just ludicrous. However if the person knows full well that have HIV or any other STD they should be required to tell their partner(s). Yet this would require them knowing and HIV isnt easy to know unless you get tested. We could require yearly testing of STD's (free of course), but then we would have a whole spiel about freedom of choice and how people are forced to be tested. Its a nasty subject.
