I find the reasoning behind the choice of doing a remake somewhat simplistic. A new sequel could afford an opportunity for marketting the first 2 films- an out of the box rerelease that could be a cinematic event- as well as new boxed set DVD collection, preparing the way for a new sequel. Still, there are only two possible answers, so I give 3 points to that part of the question.
Second part- casting of Gary Oldman is inspired. He has cred within the genre in many films, he has the chops to live up to the role, and he might even create a portrayal that is a fitting homage to Price. There are only a few other actors I could see attempt the role. Points for this part- 4.5.
Total points- 7.5. An above average answer. No punishment. Small reward.
