Well if his sisters computer is getting online then the DHCP is enabled on the router. (or do you mean hes set up a static Ip on his computer?)
I'm guessing its this lan card too..

Ok that suggests that your router/modem is detecting your PC so i'd prolly start looking on your PC..
Goto Network connections (in control panel) there should be an icon for Local Area connection.
Is this greyed out? If so then right click and hit enable.
If its not then right click on it and hit properties - then go to TCP/IP and hit properties again..
