Yes in one way, no in another.
Scott is from a different "age/reality" and his magic based ring while bearing the same name and a
similar power set, is really nothing to do with the "current" set of Green Lantern/s, and their while galactic police bit.
Incidentally though, both Scott & Jordan now occupy the same "universe" - Though I doubt very much they'll give too much mention to Scott.
