I'm not sure if I necessarily agree that horror is a subset of exploitation per se, but I think that, at times, the two are inextricably bound (pun intended).

If we take a look at iconic horror movies like I Spit On Your Grave and Last House on the Left, for example, they are absolute exploitation flicks; which is exactly what makes them horror.

Miike himself, one of the more well-know Japanese directors within the (horror) genre excels at exploitation: Audition, Visitor Q, Ichi the Killer, Imprint; he uses exploitation and discomfort to create genuinely horrifying films.
