Horror novelists and scholars prefer an inclusive definition of the genre. If that's the way Stephen King, Clive Barker, Kim Newman and others like them think of the genre, I think it's a smart way for fans to approach it. If we only went with movies that were undeniably horror with no crossgenre content, no uniqueness of setting and nothing debatable in tone, we'd end up with...umm....well, there's...
