"The controversial amendment merely calls for the initiation of a debate regarding the prohibition of narcotics ... (it) does not endorse the legalization of drugs but it places it on the table for debate," he said. "Ending cartel related violence in Juárez represents this region's biggest challenge and justifies an all-inclusive dialogue concerning potential solutions."

Cliff's notes: the city of El Paso passed a resolution asking the feds to study legalization. But apparently, even asking for a debate on the subject of legalization or decriminalization is just too much. When was the last time anybody had a debate on it in Congress? Or even in a state legislature? You are never going to solve a problem if you won't even have an honest discussion of it, drugs or anything else.
