Cheap HD video cameras and the ability to use "professional" editing software on any half-decent PC does make the cost of entry a lot cheaper than in the days of film and editing labs.
However, as Neverending said, there has always been low-budget crap. It's just as time goes on, they tend to be forgotten. As will a lot of today's low-buget crap. The good stuff will be remembered and in 30 years' time, people will be saying the same thing when comparing their own contemporary films to ours.
