Most mothers instinctively become good parents AFTER their child is born and the bond is made. They might be crap at being a parent before hand so they might fail whatever test you would need to do to get a license, which would be stupid.
Unless the license was just determined on whether the house was good enough, the mother had an income, no drug addictions and things like that. Then I guess it would be an okay idea...
