If you just take the first Halloween and the first Friday the 13th, then I would say that Halloween is a much scarier film and also much more fine tuned.
But if you look at them as a series, then Friday the 13th progressed in a far more interesting way, especially considering the more recent Halloween movies which toatally lost the plot!
