Yah, as some people have pointed out, nothing in the F13 series beats the original Halloween, and Halloween II is pretty good. Overall, however, the F13 series is way better. The reason is that it never took itself seriously, in a good way. Halloween 4, 5, etc. were trying so hard, whereas the rest of the F13 series just had a lot of fun with itself.
