That was it's method of effectiveness. Some people, myself included, don't need gruesome horror violence throughout the movie, so by only appearing a few times in the film he creates a mysterium for himself.

Ever wonder why Jason and Freddy looked more and more rediculous after every sequel? It's due to the audience getting comfortable with the bad guy. We know every inch of Freddy Krueger, so he's just not scary anymore. In fact, he's comical.

Sometimes it isn't what we see, but what we can't see that terrifies us.

And that's why I disagree that A Nightmare On Elm Street is a bad film due to a lack of Freddy screen time.
