Carl's brother Byron went to the cop shop and presented the ins. paper only to find that the cop shop was closed. If they would have been open Carl would have never been killed. If there is any more comments or questions about this i will be happy to share them with you.
Thank you very much for sharing this,it's a very tragic situation and I am so sorry for your loss.

They need to change the law on this one-to go to jail for not having an insurance card-even if you got caught twice without one,should not result in death or any kind of injury.
I am glad I now know this side of the story.
