As far as breeds are concerned- maybe they could compile statistics on the most dangerous breeds, and have special increased licensing and insurance requirements on the more dangerous ones?
Or "special increased licensing and insurance requirements" for the people who raise them...I'm telling you, it isn't any specific breed that's bad...It's how they're treated...

When I was 7, I was attacked by a Doberman/Rottweiler mix (I still have the scars)...That dog was always tied to a tree, and the owners allowed their kids to throw rocks at it on a regular basis, along with other things...I happened to be out on a day that it got loose...It was laying under a truck that I was leaning against. I had my back to it, I heard the gravel move under the truck...I looked down and saw a huge black paw sticking out...I began to VERY slowly walk away from the truck...I had almost made it when the woman who owned the dog looked out her window and yelled, "Get away from the truck, the dog's under there!"...Which caused me to RUN, and made the dog attack...

As an adult, I raised Dobermans for years...I have pictures of them, they had very sweet dispositions and they never hurt anyone...Of course, I never mistreated them either...

Austin is 100% correct...

They're just like babies, ya know?...You raise them right, treat them well, love and care for them, and you have a well-adjusted, decent adult...You abuse, neglect, and ignore them, you create an adult who's going to prison, and will most likely hurt people...It's that simple...
