potentially. But I also know plenty of folks whose selfishness was allowed to thrive unchecked by their parents and they are just spoiled brats used to getting their own way. Not violent or without empathy, just self-centered. So I don't believe that means we are born to be bad. It just means that sometimes we are influenced to turn bad based on what we see or a lack of guidance.
