But, I may be wrong, I have heard that even men that served time for statutory rape are on these lists because they are sex offenders. And I think there is a huge difference between a twenty-five year old man having sex with a fifteen year old girl who maybe he thinks is eighteen and a man that rapes a three year little girl (just examples of degrees).
