i already have a solution for that ...

people are made sterile at birth.
if you can pass a few tests... like the ability to care for a child,(love)
and you are financially capable ...and you arent a wifebeating, child abandoning asshole, then you get made fertile again .. .


think thats harsh ? if i cant affoard a car - i cant have a car ..
why in hell should someone be able to bring a child into the world if they cant feed and clothe it ?

i understand situations change after the fact - divorce, job loss, etc ... well... the money we save on welfare payments will help these people out.
