If the education isn't made available to them, you don't really have a right to be calling them "stupid".
I'm sure that if you hadn't the education that was provided to you as a right, by your country...you'd probably feel a little unfairly judged in their situation when some asshole called you stupid too.
I personally question the validity of this report...but if they're uneducated in these matters, that's something that should be fixed by their govt, so as to not have overpopulation issues.
Like they say, don't judge until you've walked their mile..
