this is going by the memory I have of this movie which I haven't seen in over a year but Tiny doesn't really do much and Dr. Satan does a bunch of experiments on people and isn't to mobile.
so going by Otis and Capt. Spaulding I'd say Spaulding because he looks like he's even crazier than Otis in the Devil's Rejects.
