They need to do a Predator that mixes in elements of Escape from NY. Crime is so bad we close off entire areas as prisons and sell get-away packages to predators to hunt the prisoners. Like a safari. Throw is some protestors for good measure and you've got a movie.
Violence, death, profiterring.
Or, what about a Predator reality show? You know, like survivor, only you're trying to survive on an island with a predator running around. Is that too much like Running Man?
