Considering that you don't clearly remember what you saw, and may be mistaken about some details....
I would suggest that perhaps you check out Al Adamson's "Dracula vs. Frankenstein" (1972) and see if maybe that's the one.
It doesn't line up with all the details (there is no devil in it), but Dracula has a weird reverb effect over his voice, the movie is cheesy as hell, and a lot of the action revolves around a "Museum of Horrors" run by a certain Dr. Durea (J. Carroll Naish).
It happens to be a favorite moovie of mine.
In fact, my signature below is from that movie. Dracula (Zandor Vorkov) at one point refers to himself as the "Lord of the Manor of Corpathia" (sic). Well, that's how he pronounces "Carpathia," anyway.

DAMN! You got it! It's a Troma film and the only difference is that the info I found (Video Detective) is that it was made in 1971. Lon Chaney Jr. also plays a part in the film. I appreciate the info. I don't think I done to bad considering that I haven't seen it since the 70's.
