if he didnt have a knife then yeh they wouldnt have been allowed to shoot at him (as in, they wouldda got in a lot of trouble. i think the case is faretta vs. ___ something) but ya. cant shoot at unarmed person
but yeh.. big knife. sounds like he was crazy. its either him or the officers so....
