I think the ear-scene link to Django is rather overexaggerated - i.e. in both films there are ears cut off...
City on Fire is undesputedly the main influence on Dogs, though the former lacks the sleekness and cracking dialogue that made this heist story such a roaring critical success in the hands of Tarantino.
I think as a whole, one could say QT's end products outshine the likes of Shogun Assassin, They Call Her One Eye, Lady Snowblood and City on Fire - due in no small part to his plundering of the underground and bringing it topside with his own blend of more digestible wit and cool.
