The reason being that God is willing to forgive sins. All the atheist would need to do to join the sinner in Heaven would be to ask God for forgiveness. (Since he is an atheist, he probably wouldn't do that, but in theory, he could be right there side by side with the sinner in Heaven just by asking God to forgive him.)
The atheist's refusal to acknowledge/believe in God is what will end up costing him in the end (In Christianity's viewpoint). It's not that they couldn't ask God to forgive their sins, it's that wouldn't.

Well, it's not so much a downright
refusal to believe in God. Believe me, the whole idea sounds quite nice. I would not mind living for eternity in bliss. Not one bit. The whole problem comes down to that I
can't believe it. Even if I wanted to. I simply don't buy it, and will never believe it. So, I could utter "God, please forgive me for my sins and allow Jesus Christ into my heart, to have and to hold, till death do us part" and all that on my deathbed ... but, I would still go to hell because I didn't believe a word of it. You see? So, even though I'm a good guy, the Christian will say that I will go to hell for something that I can't really help. I mean, I would LOVE to believe that ghosts and zombies and vampires and all that horror shit was real. I really wish it was. But, I can't run around like some folks do trying to fool myself into thinking I live in some sort of fantasy world. My brain just isn't wired that way, I guess.
