Basically what i am down on (im speaking for myself here, but other im sure, feel the same way), is when they dont even TRY to make it look real, but just use cgi to do things that would otherwise be impossible, or expensive to use practical effects for.
Yes we are AWARE that the cave troll and gollum (and spider, and oliphants etc) are computer generated, but the people over at Weta cared enough to make them look alive. Although logically it is obvious that they were made in a computer, the care was taken to allow suspension of disbelief, which is where the impact of movies comes from.
In movies like Python, Curse of the Komodo, and Hulk, no effort was made AT ALL to make the cgi characters look even remotely real. Rather than try to say "This isnt real, but accept that it is and enjoy the story", they say "We didnt have the budget or the inclination to put more work into this. Hope you dont notice our half-assed attemps".
It is very rare that a movie is using piss-poor cgi, but has a good enough story to elevate it above it.
Oddly, the people with the good writers also seem to be the people with the good cgi artists (Spiderman, lord of the rings)
At the same time, there are movies with incredible cgi that still manager to suck goat. Take (for example) the last 2 star wars movies....
