The Matrix and Lord Of the Rings were done by people passionate about their work, believed it should be the best it could be, and had huge budgets.
Most of the shit out there is slapped together by people looking to make their paycheck, and by directors who want to finish under budget.
A good example of quality work done by someone who didnt get a huge starting budget was Spiderman. Granted, the Peter Parker running across the roofs scene was pretty shaky, but pretty much all of the "Spiderman" scenes, with the full cgi, classic costumed Spiderman were awe-inspring.
Then you have shit like Python, where any twerp with some animation experience could hack something like it together.
