What was the technology selling point? Just new CGI you think?
The why is answered in the movie in a meta / inside joke I think. Which I borderline hated those scenes. I did post some bullet point comments on the HorrorDVDs topic here.

In defense of the movie, Cyberpunk movies are usually a tough sell. Even the original Matrix was a word of mouth thing at first I think. The sequel was really big. And the final one according to wiki made less than the original.
