Because Carrie is technically a horror film and it's great, don't get me wrong. But imo, it's not so much scary as it is incredibly sad. While Jaws is scarier than a lot of horror films.

"Best Horror films". And you get to decide what that is (for your list). I may make an "executive decision" and not include a film if it's obviously not horror. Also, if someone voting doesn't think it's a horror film, they are free to not vote for it on that basis.
IMDB.com will give the category of a film, if someone wants to check to see if a film is considered horror. Some films will be horror and something else, like horror and comedy. That's fine.

You may include your favorites. Favorite horror films are probably darn good horror. The tourney is asking for the Best Horror Films All-time, but that's up to the participants.

Also how long does a match stay up? The matches will not be up long: at least a day (24 hrs), but we may go two days. We're looking for simple majority. We aren't waiting for everyone to vote.
What if some pick the same film? In the lists, there will surely be the some of the same films selected, that's expected and is used for the seeding in the brackets: most selected vs least selected.
During the voting contests, there will probably be 4 contests per round, one film vs another. Films getting the most votes wins. So naturally multiple people will select the same films to win. I'll have instructions with the rounds.
