I've never played Tenchu but I've always heard that the closest games to Shenmue are the Yakuza games. They were both made by the same people.

Yakuza is kind of similar to games like Grand Theft Auto and Sleeping Dogs. You get to explore a whole city and fight street gangs and yakuza mobsters with martial arts and you can level up to increase your stats and abilities. You also get to shop at stores for supplies, eat at restaurants and food vendors and drink at bars to heal yourself, and play a lot of mini games like bowling, fishing, pool, darts, arcade games, casino games, and Japanese gambling hall games. You also have sexy nightlife stuff like strip clubs, Asian massage parlors, and Japanese hostess clubs.

The one thing it doesn't have is driving around in vehicles, but you are exploring such a crowded district of Tokyo full of people walking the streets that driving around wouldn't make any sense.

That's how the Yakuza games are, but I have never played a Shenmue game so I don't know if it's exactly the same. Probably not if it's rated T instead of M.
