I think it is Jerry Goldsmith.

He is genius.

The Omen's music is terrific in particular.

Charlie Clouser is one of em.. Love the Saw-theme! -And of course, John Carpenter, how can I forget haha

The most distinctive and consistent is definitely John Carpenter (as you say in the other thread WF). As a kid I always found the tribal drumming chase sequence music in Scooby Doo unsettling (this isn't a joke!:))

i still think john carpenter halloween is the best horror theme.
