Hmm.
I think the first message is some sort of an alert to Intelligence Agencies all around the world in different countries. (activate what though?)
And umm...second one sounds like an order to Naval Intelligence to transfer some sort of mysterious salvaged cargo to the NSA with immediate effect.
That the same cargo which was brought in by the mysterious talking monkey from the high seas to the mainland?
The whole thing's getting creepier by the minute...

The way I see it, someone's decided to do another Battle Royale, next year. This is their way of preparing for it. Whoever it is seems to be putting in a lot of work.
