please help me with the title of this

I've been trying to rack my brain on this one for years now. It was back in the early 70's when I saw this horror flick and the images have remained in my memory ever since. Unfortunately, the title didn't. In this horror flick, there were flesh eating dwarfs roaming the hills. There were also expressionless maidens in white robes who looked to be slaves in some kind of building. They would mindlessly walk in one spot, as if to be on a treadmill, in order to pump water, or some crazy thing like that. There was also an old man, who resembled Jesus. He was squeezing the blood from a heart into a chalice and looked to be performing some kind of mass/ritual. You have to forgive me, but I was only 10 when I saw this movie. It was in black and white, but that is because my television set was b/w. I wish I could offer more info on this, but if anybody has any ideas as to the title of this, I'd be forever grateful.

...Kind of reminded me of Phantasm. But I know that's not it.

Sounds vaguely like...Invasion of the Blood Farmers? Haven't seen it in a long time, but some of it seems similar.
