Best villain: nice topic.

Of course, it depends whether we're looking for a villain who's just that: nasty, or an anti-hero.

In the latter instance, like so many after me I'm sure, I'd have to go with Freddy Krueger. I'm not a huge fan of the Elm Street series but they had their merits. Freddy though was a very effective anti-hero franchise.

As for true, evil villains, I'd be hard pressed to think of anyone worse than the sadistic Japanese commanders in Men Behind the Sun. And although not a horror, Gary Oldman was very good in The Fifth Element.

Tim Roth makes a pretty good villain. Especially in The Cook, the Thief, His Wife and Her Lover & Rob Roy.
